            <title>Mitigation Strategies Training Opportunity</title>

            <description><![CDATA[<p>Alexandria, KY - May 1, 2012  -  The Campbell County Office of Emergency
Management and the Kentucky Office of Homeland Security will be hosting
a training opportunity entitled Mitigation Strategies on June 26th, 2012
at the Campbell County Fire Training Center in Highland Heights,
Kentucky.</p>

<p>This eight-hour course is designed to prepare community and
organizational leaders for the development and execution of community or
company mitigation strategies. Communities face a broad range of risks
brought on by natural events and human activity. Many of these threats -
like tornadoes and winter storms - are not preventable. Other threats
exist because some critical infrastructure like nuclear power plants or
research facilities must be located away from densely populated areas
for safety and security reasons. This tuition free course will provide
participants an opportunity to explore the process of guiding
communities through the development of all-hazards mitigation strategies
on a regional, local, or organizational level based on specific hazards,
risks, and vulnerabilities.</p>

<p>The primary audience for this course is emergency management, fire
service, law enforcement, public health, public works, government
administrators and private sector/corporate security & safety
professionals.</p>

<p>This Course is sponsored by the Campbell County Office of Emergency
Management and the Kentucky Office of Homeland Security. Delivered by
the Rural Domestic Preparedness Consortium; NorthWest Arkansas Community
College. The Rural Domestic Preparedness Consortium (RDPC) was
established by Congress and the U.S. Department of Homeland Security
(DHS) to develop and deliver relevant all-hazards training in support of
rural homeland security requirements. All training delivered by the RDPC
is certified by DHS and offered tuition-free to the nation's emergency
response community and associated stakeholders.</p>

            <title>Gov. Beshear signs disaster relief legislation</title>

            <description><![CDATA[<p>Alexandria, KY — April 20, 2012  —  On April 16, 2012, Gov. Beshear signed into law the provisions of House Bill 255 which provide a refund of sales and use tax paid for building materials permanently installed in the repair or replacement of buildings damaged in counties covered under a federal disaster relief declaration. The legislation is retroactive to provide tax relief for property owners in the 23 disaster counties affected by the storms in late February and early March of 2012.</p>
<p>The following counties are included in the disaster declaration:<br />
Adair, Ballard, Bath, Campbell, Carroll, Grant, Grayson, Johnson, Kenton, Larue, Laurel, Lawrence, Magoffin, Martin, Menifee, Montgomery, Morgan, Ohio, Pendleton, Rowan, Russell, Trimble, and Wolfe.</p>

            <description><![CDATA[<p>Lack of Interstate Mutual Aid Legislation hampers emergency and disaster<br />response</p>
<p>Alexandria, KY - March 16, 2012&nbsp; -&nbsp; Emergency Management officials and<br />local emergency response organizations across the state are anxiously<br />awaiting the passage of the Interstate Mutual Aid Assistance Agreement<br />Bill (SB-55) which is currently working its way through the Kentucky<br />General Assembly. The May 2, 2012 tornados have again demonstrated the<br />urgent need for this legislation which will allow for emergency<br />responders to cross state lines to assist with emergency and disaster<br />operations.</p>
<p>William R. Turner, Director of the Campbell County Office of Emergency<br />Management notes that often border counties can receive assistance<br />quicker from jurisdictions in adjoining states that from jurisdictions<br />within the state of Kentucky. "Following the tornados of March 2nd,<br />Incident Management Teams in Hamilton and Butler Counties in Ohio<br />offered assistance to the Northern Kentucky counties impacted by the<br />tornado outbreak. However the issue of not having mutual aid agreements<br />in place and certain protections in state law once again hamper that<br />assistance."</p>
<p>Turner explained that while states have spent millions of Homeland<br />Security dollars on equipment and training, issues remain on sharing<br />those resources across state borders. "Counties and cities in southwest<br />Ohio have a number of assets that are not available in Northern Kentucky<br />which we cannot readily access because of issues not addressed in<br />Kentucky Revises Statues. Likewise Kentucky is severely limited in<br />providing manpower and equipment from Kentucky to Ohio and Indiana." &nbsp;</p>
<p>The Interstate Mutual Aid Assistance Agreement Bill (SB-55) will allow<br />for emergency response organizations and agencies to facilitate the<br />sharing of resources, personnel and equipment across state lines during<br />times of disaster and emergencies. Senate Bill 55 will address issues<br />related to licensure and certification of responders, workman's<br />compensation, liability and workers benefits for both those coming into<br />the state and those going to assist out of state. &nbsp;</p>
<p>The state of Indiana passed Interstate Mutual Aid Assistance legislation<br />in 2011 and the state of Ohio has passed similar legislation earlier<br />this year. However since Kentucky has not passed a similar bill, issues<br />remain with receiving or providing assistance when Kentucky is involved.<br />Senate Bill 55 passed the senate on January 23rd by a 32-0 vote. SB-55<br />was sponsored by Senator Jack Westwood of Erlanger, Kentucky. SB-55<br />currently is in the House Judiciary Committee awaiting a committee<br />hearing.</p>]]></description>

            <description><![CDATA[<p>The Campbell County Office of Emergency Management maintains a telephone<br />notification system called "On The Alert". On The Alert integrates<br />published telephone database information and available GIS mapping<br />information to allow for specific geographic area notification<br />capability. In the event of a localized emergency, officials can select<br />the affected area on a map of Campbell County and automatically generate<br />a call list. On The Alert then begins to telephone each number on the<br />call list.</p>
<p>Please note that the On The Alert System can call only published<br />telephone numbers. Those with no land line or unpublished numbers will<br />not be called unless your address and cell phone or unpublished number<br />has been provided. <p>Alexandria, KY - March 8, 2012&nbsp; - Assistance is now available to<br />Campbell County residents who need assistance with Debris Removal. The<br />Campbell County Solid Waste Office and Campbell County Office of<br />Emergency Management is offering the availability of Dumpsters to<br />citizen who have large amounts of debris. To request a Dumpster<br />residents should call the Solid Waste Office at 859-547-1802 or the<br />Office of Emergency Management at 859-635-1111. Residents who have<br />rented Dumpsters may be eligible for reimbursement for the cost of those<br />Dumpsters. The county has also strategically placed Dumpsters around<br />southern Campbell County for those who have smaller amounts of debris. &nbsp;</p>
<p>Campbell County will not be providing roadside pickup of debris.<br />Residents need to place storm debris in designated Dumpsters that are<br />being provided. The storm debris can be taken to the following<br />locations:</p>
<p>Fardo Road and 154<br />13586 Fisher Road<br />Wesley Chapel and Route 10 (near church)<br />Reis Ridge Road (end of road)</p>
<p>Residents who wish to burn debris must first have a burn permit.<br />Residents are urged to contact their local fire department to obtain a<br />burn permit.</p>

            <title>Campbell County eligible for FEMA assistance</title>

            <description><![CDATA[<p>Campbell County has been added the Presidential Disaster Declaration as<br />of March 9, 2012.</p>
<p>Assistance is available in the form of grants for temporary housing,<br />basic home repairs, other serious disaster-related needs and<br />low-interest disaster loans.</p>
<p>Renters, homeowners and business owners may qualify for help through the<br />Federal Emergency Management Agency (FEMA). However, they must apply for<br />assistance. The process takes 15 to 30 minutes.</p>
<p>Registration is available online at www.DisasterAssistance.gov or by phone at 800-621-FEMA<br />(3362). Operators speak many languages. Disaster applicants who use TTY<br />should call 800-462-7585. Those who use 711 or Video Relay Service (VRS)<br />should call 800-621-3362.</p>
<p>The toll-free FEMA registration numbers are available seven days a week<br />from 7 a.m. to 10 p.m. local time.</p>
<p>Survivors also can apply for federal assistance directly through<br />Web-enabled mobile phone devices or smartphones. Registration through<br />the mobile site takes three steps:</p>
<p>1. Go to m.fema.gov &lt;<a href="http://m.fema.gov/%3E">http://m.fema.gov/&gt;</a>;&nbsp; and click "Apply Online<br />for FEMA Assistance." Click on Start Registration; and<br />3. Fill out the registration form.</p>
<p>FEMA will ask for the following information:</p>

            <title>FSA emergency loans available in Campbell County</title>

            <description><![CDATA[<p>On March 6, seven Kentucky counties were declared as disaster areas due to damages and losses caused by severe storms, tornadoes, straight-line winds, and flooding that occurred from Feb. 29 through March 3.</p>
<p>As a result of the declaration, 23 Kentucky counties were named as contiguous counties where eligible family farmers may qualify for FSA EM loan assistance pursuant to Section 321(a) of the Consolidated Farm and Rural Development Act. Those counties are: Bath, Boone, Boyd, Bracken, Campbell, Carter, Clay, Elliot, Floyd, Grant, Harrison, Jackson, Knox, McCreary, Magoffin, Martin, Montgomery, Powell, Pulaski, Rockcastle, Rowan, Whitley, and Wolfe.</p>
<p>EM loan applications for physical and production losses will be received through Nov. 6, 2012, and applications pending on that date may be processed and completed.</p>
<p>Farmers interested in applying for assistance should contact their local FSA county office.</p>]]></description>

            <description><![CDATA[<p>FOR IMMEDIATE RELEASE:&nbsp; Alexandria.&nbsp; On March 2, 2012 a tornado event <br />occurred in Campbell County where at least 18 homes were damaged and at <br />least two homes were destroyed, along with trees and utility systems <br />damaged and downed along roadways.&nbsp; Steve Pendery, Judge/ Executive <br />declared a State of Emergency for the County for the period commencing <br />on March 2, 2012 ordering that the local Emergency Operations Plan be <br />fully executed.&nbsp; &nbsp;</p>

<p>DECLARATION OF A LOCAL STATE OF EMERGENCY</p>
<p>March 2, 2012</p>
<p><br />&nbsp; WHEREAS, on March 2, 2012 a tornado or wind event occurred in Campbell <br />County, Kentucky; and</p>
<p>&nbsp; WHEREAS, at least 18 homes were damaged and at least 2 homes were <br />destroyed and many trees and utility systems have been downed along <br />roadways; and</p>
<p>&nbsp; WHEREAS, this situation creates a considerable hardship for the <br />citizens of Campbell County; and</p>
<p>&nbsp; WHEREAS, local government has the responsibility to protect the public <br />health, safety and welfare, and to mitigate the effects of such events.</p>
<p>NOW, THEREFORE, I Judge/Executive Steve Pendery, by the authority vested <br />in me by KRS 39A.100(2), do hereby declare that a State of Emergency <br />exists in Campbell County for the period commencing on March 2, 2012 and <br />direct that:</p>
<p><br />1.&nbsp; The local Emergency Operations Plan shall be fully executed;</p>
<p>2.&nbsp; The Director of the Campbell County Office of Emergency Management <br />shall direct the Office of Emergency Management to provide such <br />assistance as can be delivered from available local resources and shall <br />coordinate all agencies of local government to provide assistance to <br />Campbell County;</p>
<p>3.&nbsp; All agencies of Campbell County shall cooperate to the fullest <br />extent with Campbell County Office of Emergency Management and shall <br />provide such assistance as may be required for response to this <br />emergency.</p>
<p>4.&nbsp; Under this State of Emergency, as provided in KRS 39A.100 (2) and <br />45A.380(1)(7) the Judge/Executive can waive procedures and formalities <br />otherwise required by the law pertaining to: a) performance of public <br />work; b) entering into contracts; c) incurring obligations; d) <br />employment of permanent and temporary workers; e) utilization of <br />volunteer workers; f) rental of equipment; and g) appropriation and <br />expenditure of public funds.</p>]]></description>
